Community Led Planning and The Big Society
The coalition government has launched the 'Big Society Initiative' it believes that more decisions should be made locally and that citizens should play a greater role in decision making. Community led planning is a very important process that enables local people to identify the needs of their communities and empower local volunteers to become involved in decision making and project delivery. Community led planning is supported and promoted by the RCC.
The RCC (Leicestershire & Rutland) is delighted to have been chosen to deliver the Leicestershire Rural Partnership Rural Advice Service.
Funded by Leicestershire County Council the service will provide the following support to help with Big Society Initiatives
Promotion and publicity of Community led planning, consultation and Big Society initiatives
Access to officer support for advice on rural issues

Calor Free - Fuel disadvantage
Calor Free is a project to help people living in rural areas where there is no mains gas who spend more than 10% of their income on fuel to heat their home.
Digital Switch Over
Television reception in the Central region (Leicestershire & Rutland) changed to digital in August 2011. The first stage of the switch over began in March 2011.
The BBC set up the Switchover Help Scheme to make sure that those who needed it most benefitted from practical support and advice during the digital switchover process. People over 75 years, eligible disabled, blind or partially sighted, could get help to switch one television to digital through the Digital Help Scheme.
The RCC (Leicestershire & Rutland) was commissioned to recruit community volunteers who were in a position to help to find these people and enable them to access the help scheme.
The RCC volunteers also helped a number of people who were not eligible for the helpscheme but needed advice on how to switch their televisions over.

Older People Consultation Charnwood
The RCC and Age Concern have been asked by Charnwood Borough Council to carry out a study to find out what it is like to be an older person living in the Charnwood Borough. Consultation exercises are being undertaken among groups in Wymeswold, Queniborough, Cropston and Loughborough.If you live anywhere in Charnwood and wish to comment please complete the questionnaire below.

Communities Cutting Carbon
The RCC's Communities Cutting Carbon project is here to support action on climate change in local communities in Leicester, Leicestershire and Rutland. As part of this work, 10 community groups will be given help to develop projects and events that help to respond to climate change in their local area.
Rutland Community Spirit
Rutland Community Spirit is a community project serving Rutland, providing support and advice to vulnerable people through volunteers and partnership work.
Also in Rutland, the First Contact Scheme is a multi-agency initiative that allows practitioners to make referrals through a single recognised process.
Suicide Awareness Partnership Training
Funded by the Big Lottery, the Suicide Awareness Partnership Training (SAPT) project aims to increase the awareness of good emotional health and mental well-being, and to reduce the stigma of suicide.
Village Halls Service
The RCC offers an advisory service for village halls and also church halls in rural Leicestershire. The RCC also administers the Leicestershire County Council Village Hall Grant Scheme. Details of how to join the Village Halls Membership Scheme are also available.

For any community project trying to get off the ground, it is inevitable that funding will be required. The RCC Funding Service and the Funding Information Pack are now available to RCC members only.
Competitions
The RCC organises competitions to encourage villages to undertake new projects and to maximise the use of existing services and facilities.
