This report has been prepared to give credit to all of those involved, the partnership working, support and response from the local authorities and the many hours that have been put in by volunteers to achieve these outcomes. It also emphasises the outstanding tenacity of volunteers to see things through to the end sometimes against the odds. In most cases community groups have begun the process of compiling a Parish Plan to steer the development of their community and ar-ticulate their needs to the service providers. The outcomes have been greater and many of them re-markably different from what was anticipated at the outset.
Most importantly, community led plans are prepared by the community respond to the needs and desires of those living in the community and bring together the interests and efforts of everyone to achieve something that will improve their lives and make the place somewhere they enjoy living in together. In consulting the community, the process helps to prioritise actions and articulate the needs to the authorities.
Many of these plans have been undertaken in rural parishes and called Parish Plans but the frame-work for preparing them and the „bottom up‟ mechanisms for undertaking the RCC community led planning approach can equally well be employed in more urban areas.

Each year, in March, a report of the community led plans completed to Action Plan stage is produced by the RCC Community Development Officers. The completed reports are available below.

Diary of Village Events and Guided Walks
Once again the Rural Community Council (Leicestershire and Rutland) is compiling the very popular DIARY OF VILLAGE EVENTS AND GUIDED WALKS to help to promote activities taking place in rural areas of Leicestershire and Rutland in the forthcoming year. The diary will include information on any type of event or guided walk taking place around the county and 5,000 printed copies will be circulated to libraries museums and tourist attractions around the 2 counties.
The RCC will do its best to promote your event free of charge through a variety of methods: The Diary of Events Booklet, Weekly Bulletin and our Web Site. In order to keep costs down if you are able, please enter full details (as shown on the forms below) of your events or walks online at: http://www.ruralcc.org.uk/ifyouwouldliketoadvertsieyourvil.html or please download a booking form and send it back to us at 133 Loughborough Road, Leicester, LE4 5LQ marked 'Diary of Village Events'. To ensure entry in the booklet please return your form as soon as possible but by 11th February 2011 at the latest. Rural Services Survey 2009
The 2009 Rural Services Survey is in two parts. Part one asks Parish Council clerks and councillors to verify services available in their communities e.g. shops, health facilities. Part two asks for additional information about local provision of services and social networks. Parts one and two will be available to councillors and clerks online on their individual Parish Council websites across the county. Only the authorised representative for each Parish or Town Council or Parish Meeting should complete the form.
