Ketton Parish Plan

Completed in 2006 the Ketton Parish Plan achieved a 63% response to the comprehensive consultation exercise. A final report and action plan were published in May 2006 with the baton of further action being taken up by an independent implementation group. This group has subsequently handed over future monitoring of the action plan to the Parish Council.

Below is the action plan arising from the Parish Plan:

1. Forward names of people interested in Ketton Tree Group.

2. Encourage use of recycling facilities in Empingham Road.

3. Work with Rutland County Council to establish comprehensive recycling facilities in Ketton.

4. Inform relevant bodies of the results of the consultation on wind turbines.

5. Provide residents iwth information on 'green energy' home improvements.

6. Inform Castle Cement particularly of the survey results on noise and smoke pollution.

7. Investigate ways to improve drainage and prevent road flooding.

8. Raise public awareness of anti-social behaviour and how to deal with it.

9. Consider ways of reducing graffiti, litter and dog fouling.

Transport and Roads

1. Consider speed reduction measures.

2. Consider re-siting 30mph signs.

3. Address provision of clearner streets and pavements.

4. Address road and pavement lighting issues.

5. Address street signs and furniture issues.

6. Consider ways to address parking issues.

7. Consider better cycling provision in and around the village.

8. Review pedestrian crossings

9. Consider bus service routes, timings and frequencies.

10. Consider reinstatement of reailway station.

11. Consider improving village footpaths and creating new ones.

12. Explore setting up of car share scheme, call a meeting of interested people.

13. Review Ketton bypass provision.

Health

1. Review local surgery days and hours, e.g. at Geeston and use of Welldoc.

2. Report findings of consultation to Uppingham practice re possible new surgery.

3. Consider provision for NHS dentist.

4. Look at transport problems to and from the surgeries.

5. Promote the establishment of the Community First Response Scheme.

6. Identify and publish sources of alternative treatments and therapies, and exercise.

Community Issues

1. Consider setting up a group to establish a purpose built community centre.

2. Increase awareness of cash withdrawal facility at the Post Office.

3. Explore the possibility of setting up a community information point.

4. Consider re-introduction of newspaper delivery including Sunday.

5. Consider opening the village store on Sunday.

6. Revise and circulate the new babysitting circle to include the new people.

7. Increase awareness of community services available for elderly and disabled.

8. Consider setting up transport service for the elderly to local supermarkets.

9. Increase awareness, understanding and attendance at Parish Council meetings and committees and of the County Councillor's monthly surgeries.

10. Consider providing Chatterbox on-line (and advertising the fact).

11. Carry out spot checks to ensure that every resident receives a copy of Chatterbox.

Education Issues

1. Increase awareness of Jack and Jill Baby and Toddler group.

2. Report findings of community consultation to Vision 2010 in Education Dept.

3. Consider extending playschool hours to provide wrap around day care.

4. Discuss development of a surgery in Ketton and expansion of services, including child centre.

5. Continue to develop Ketton after-school club specialist activity nights.

6. Review time and price structure of after school club.

7. Consider use of volunteers for after school club.

8. Consider practicability of a before school club.

Development

1. Examine the issues for affordable housing.

2. Consider retail development issues in Ketton.

3. Discuss with the developers and Rutland County Council the future of the Long Barn and former garage sites.

4. Arrange for the tidying up and ongoing maintenance of the Sinc Stream area.

5. Consider possible action to have refuse cleared from Pit Lane Industrial Estate and Wheatlands Close area.

6. Discuss with Castle Cement ways of implementing further screening.

7. Discuss with the owners and Rutland County Council the possible listing of Hibbins and the Ketton signal box.

8. Ask for conditions placed on listed buildings to be reasdily available, with copies in the Parish Office.

9. Make Rutland county Council aware of the findings of the Development section of the Parish Plan.

Places of Worship and Religious Activities

1. Determine means to encourage attendance in Ketton churches.

2. Raise awareness levels of church activities.

3. Consider provision of other facilties/activities by Ketton Churches.

4. Consider provision of other services at St Marys.

5. Consider timing King's Cafe at the school.

6. Consider tidying up the church yard and the cemetery.

7. Provide for Roman Catholic services in Ketton.

8. Consider widening membership of St Mary's choir and bell ringers.

Community Safety Issues

1. Raise awareness of local Beat Officer and community Service Officer.

2. Explore setting up police/resident patrols to deter antisocial behaviour, especially in hot spots.

3. Assist the establishment of Neighbourhood Watch Schemes.

4. Consider increased lighting in parts of the village.

Senior Citizens

1. Raise the issue of reverting to Travel Tokens with Rutland County Council.

2. Publish activities likely to be of interest to Senior Citizens.

3. Consider the possibility of establishing the more requested social activities.

Youth

1. Consider provision of rugby facilities such as pitch and coaching.

2. Consider provision of all weather facilities for basketball and netball.

3. Improve skateboard facilities and play equipment in consultation with young people.

4. Arrange open access to tennis for young people.

5. Examine possible provision of a youth club.

6. Consider opening up an internet cafe section at the library.

7. Look to improve transport options including a village minibus.

8. Review safe access to play areas for younger children.

9. Consider setting up a group to promote and co-ordinate youth activities.

10. Consider methods of increasing awareness of and attendance at organised youth events.
