ENABLE Conference 2008

The Parish of Tilton & Halstead completed a Village Appraisal in 2001, but has decided to take that further step forward by undertaking a Parish Plan.
The dynamic steering group has made terrific progress in such a short space of time.
The analysis from the adult and youth questionnaires, suggestion boxes, ideas wall and popular social networking site ‘Facebook’ has been completed. An action plan has been produced and a report has been written. Tilton will be officially launching their Parish plan on Tuesday 23rd September in the Village Hall from 7:00pm.
Tilton has also been chosen as a ‘Climate Friendly Community’ and will receive £500 and expert advice from ENABLE, an umbrella organisation who are committed to the protection of the environment. The launch of this project will coincide with the date of the Parish Plan launch on the 23rd September.

Claybrooke Magna and Claybrooke Parva

Claybrooke Parva and Claybrooke Magna launched their report and action plan on Saturday 21st June.
Trevor Dawes, Chairman of the Parish Plan Group introduced the report and action plan, with an explanation of the value of Parish Plans from Hazel Fish from the Rural Community Council. Copies were available for all villagers and have been distributed to every household. Trevor invited villagers to sign up for many new activities, including an environmental, heritage and neighbourhood watch group at the champagne reception. At the launch, there was a slide show about the Village Plan which ran continuously for the 2 days of the Village Fete, with sign-up sheets as well as displays from the school and local artists. Cllr Rosita Page was in attendance and responses were displayed from both Leicestershire County Council and Harborough District Council.
Many of the Actions have already been started and were shown in the displays, such as the increasing the use of the Village Hall and the provision of a revitalised play area.

An open meeting was held in March 2007 and a steering group formed soon after. The group meet regularly and are currently organising a questionnaire for adults.
An open meeting was held in March 2007 and a steering group formed soon after. The group meet regularly in the village library and are currently in the final stages of preparing a questionnaire for adults.
One of their top priorities is to consult children and young people in the Parish and a separate youth questionnaire will be distributed in the autumn.
To date, they have also organized an art competition in conjunction with Fleckney C of E Primary School. Children were asked to draw their likes and dislikes about living in Fleckney. The successful winner was Naran Darjas with a picture of his favourite place; the Village duck pond!

Dunton Bassett

Dunton Bassett is one of the more recent communities within the District of Harborough to undertake a Parish Plan.
A large and vibrant steering group formed in October 2007 who are overseeing the project. In December, a ‘Christmas drinks and mince pie evening’ was held which was the first opportunity for local residents to voice their concerns as well as a village 'get together' over the festive period.
In May 2008, a separate adult and youth questionnaire was distributed to parishioners receiving a response rate of approximately 60%, as well as identifying over 100 new volunteers. The analysis of results has begun and a draft action plan has been produced. Steering group members are now looking to local residents to take forward some of the recommendations contained within the report.

Scraptoft Parish Church

Scraptoft's Parish Plan is well underway. Results have been analysed and the steering group are currently drafting an action plan and report. However, this is not a community that waits for things to happen. Already many of the concerns raised are being tackled. A thriving Neighbourhood Watch scheme is now in full flow, hedges have been cut back around the Village Hall and Scraptoft is the one of the latest in a long list of settlements to take part in the Community Speed Watch Programme.
It is hoped that the full plan and report will be published this autumn.

Husbands Bosworth

Husbands Bosworth is one of the many parishes that completed a Parish Plan in 2006. Two years on, there has been a litany of achievements. The village playground was revamped with the assistance of a £10,000 Shires grant, a new dance group started in January of this year, a new youth shelter has been installed and a neighbourhood watch scheme has been established.
In keeping with current issues, a new plastic recycling centre has been provided and the parish council is considering commissioning a rural housing needs survey with a view of providing affordable housing in the parish.
These are just a few of the many benefits that can be drawn from a community led and driven exercise such as a Parish Plan.

Ullesthorpe

The picturesque village of Ullesthorpe began consulting with local people in 2007 and received a healthy response rate of 50% to its questionnaire.
Inspired by this and wanting to explore the issues highlighted within the questionnaire still further, a highly successful open day was held on March 16th to which well over 200 people attended. As well as consulting with residents the day was also a fun one although the outdoor rides had to be cancelled due to the inclement weather. The extremely pro-active steering group who are overseeing the project have now analysed the results and have produced a draft action plan and are in the process of writing a report. The group have been committed to working with their local Cllr Rosita Page and other service providers.
It is envisaged that the official launch of the Parish Plan will take place early on in 2009.
