Ashwell Parish Plan

Ashwell is a small village, with 265 residents in the Parish, and its identity is largely influenced by proximity to Oakham. The Parish Plan was completed in 2005 following consultation with the community. 70% of adults and 60% of young people responded to the questionnaires.

Key concerns identified in the Plan included:
- Planning control, to avoid ribbon development and destruction of green belt;
- Encouraging opportunities for local employment;
- Provision of play and recreation areas and other facilities for the young;
- Speeding traffic, including heavy vehicles;
- Provision of pavements and walkways;
- Interest in social and village activities;
- Introduction of Village Newsletter;
- Upgrading of the Village Hall;
- Potential for other uses of the Vilage Church;
- Interest in more mobile service provision;
- Interest in kerbside recycling;
- Access for the disabled.

Project Related Action

Priority A

1. Review ways of enforcing speed limits through the parish especially at times of the school children boarding and alighting from buses.

2. Investigate additional stone kerbing as a means of preventing further damage to grass verges.

3. Carry out an in depth study of street lighting requirements for the village.

Plan a way forward for the construction and management of a play area for young persons of the village.

Encourage young people to re-establish the youth club and to take advantage of the help offered by adults of the village in association with the village hall and the church.

Priority B

6. Investigate the organisation of neighbourhood watch schemes.

Investigate dissatisfaction that not enough is being done for the older people of the parish.

Liaise/co-ordinate village hall/church functions.

Investigate the use of existing open space in the village for leisure and recreation.

Assess safety of pedestrians and cyclists on parish roads and propose solutions, for example extending paved paths and creating cycle paths.

Consider establishing a social or community centre within the village hall.

Proactive Actions

Priority A

1. Make every effort to preserve Ashwell's status as a village of limited development in future planning policy.

2.Keep the 'green belt' between the village and those developments south of the parish.

3. Continue the conservation and the protection of the environment within the parish by the local authority.

Reactivate village policing.

Monitor maintenance of roads and paths throughout the parish.

Priority B

6. Update notice boards regularly.

7. Encourage small home-based businesses.

8. Improve communications by Parish Council.

Actions in Progress

1. Parish Newsletter - funding was provided by Community Champions to establish this.

2. Bus Shelter - funding was agreed with Rutland County Council to achieve this.
